“I was thrashed by the PI and thrown into the lockup”- Cirilio

Cirilio’s crime: He complained against loud music

On January 1, 2013 Prias Vaddo resident Cirilo De Souza wentto Anjuna Police Station to complain against loud amplified techno music beingplayed beyond the permitted hours. When the duty officer Krishna Shetye failedto justify the noise, Cirilo asked PI Karpe to check the noise levels. In hiscomplaint, Cirilo writes that Karpe first told him that it was not his businessand then slapped him a number of times in quick succession before throwing himin the lockup for an hour. He was subsequently set free but the fear remained.CIrlo now walks around with a PSO for security on the recommendation for GoaHuman Rights Commission. Karpe has since then been summoned by the Commission.

But his facile effort to curb noise pollution lies exposedas Cirilo had come to him to stop a night long party. But more Anjuna residentshave risen in defiance. In a PIL moved before High Court of Bombay at Goa onJanuary 22, seventeen residents of Anjuna have named the fourshacks/restaurants as the violators of the noise nuisance guidelines laid downby Supreme Court of India.
